absence of direct evidence that Connected North improves graduation
rates, the evaluation involved developing a Program Theory describing
how Connected North is expected to influence graduation rates, then
testing the assumptions behind that theory.

sessions should be:

❑ aligned with school curriculum and
customizable
❑ provide otherwise unavailable
educational opportunities
In addition, implementation should have
strong support from Connected North staff
and teachers, as well as appropriate and
reliable teleconferencing technology.
