and particularly valuable in complex northern contexts.

o Its long-standing pattern of very high—though not perfect—teacher ratings
aligns with what this evaluation found: teachers, staff, and Content
Providers all acknowledged that not every session proceeds optimally, and
that there are occasions when any party may not be performing at their
highest level.

not diminish teachers' overall confidence in the program or the significant
