Strengthen alignment between performance indicators and the evolving Program Theory to maximize the effectiveness and efficiency of data collection. The evaluators hope that Connected North finds value in this evaluation, not only for its findings, but for the demonstration of how Contribution Analysis can support the demonstration of program effectiveness in complex contexts. The organization may choose to further refine and improve the Program Theory, as a step towards optimizing the effectiveness and efficiency of their data collection. Existing data collection instruments could potentially be updated to improve alignment with the Program Theory, and various new studies could be undertaken - including with students whose voices were underrepresented here - to fill gaps in the contribution story and support continued program improvement.
