The second phase of the project allowed us to delve deeper into the functions and impacts of Connected North's device and internet provision programs for Indigenous students. We collected evidence using two forms of engagement. First, we worked with the Connect North team to create and analyze a survey of program participants that focused on understanding the impact of the program on learning, engagement and students' involvement in the community. This survey included the option of participants to indicate interest in speaking further in an interview or focus group. The survey was administered by TakingITGlobal and results were shared with Toronto Metropolitan University. Second, we individually conducted interviews with program administrators and Indigenous students benefiting from the program to more deeply understand strengths, opportunities and gaps of the initiative (see Appendix I and II for interview questions that were asked to recipients and administrators). The interviews were conducted via Zoom for 30 minutes. Student participants received a $50 gift card as a token of appreciation. The final phase of the project pulled together evidence from the literature, survey, interviews and stakeholder engagement to produce a report exploring digital barriers to education resulting from a lack of access to digital services among Indigenous students. The paper incorporates qualitative and quantitative sources to inform Connected North's policies as well as its network of stakeholders, partners and Indigenous youth impacted by digital barriers to education. This program evaluation synthesizes findings to produce clear and actionable recommendations for future iterations of the program, including providing guidance on initiatives that effectively expand digital access in educational settings, as well as developing guidance for the effective delivery of youth-serving programs that close gaps in educational attainment and build lifelong competencies.
