Purpose and Objectives This report aims to evaluate the effectiveness of a device provision program administered by Connected North to better understand gaps in digital learning and the digital barriers to education for Indigenous students. An examination of gaps in digital access for Indigenous youth will uncover insights on where digital barriers to education persist and how community organizations can better target Indigenous youth's unique digital needs. The objectives of this program evaluation are to: • Develop a deeper understanding of the barriers to education related to the digital divide for Indigenous youth to better understand the strengths, opportunities and any remaining gaps of Connected North's digital access programs. This includes understanding which organizations and community partners are currently working to address internet and device access for Indigenous youth. • Uncover insights on what digital challenges most significantly hinder Indigenous youths' educational attainment and success and what opportunities and challenges can be found in Canada's current approach to addressing the digital divide for Indigenous youth. • Engage with stakeholders such as program administrators, device recipients and other community organizations to better understand the impacts of expanding digital access to Indigenous students through the program as well as the digital needs of Indigenous students. • Develop recommendations that will help inform future iterations of the program and other initiatives, including where to most effectively direct supplemental support needed to empower underserved Indigenous students to access digital resources and to improve educational outcomes.
